Manufacturers of vehicle bodies are always responsible for the creation and verification of the CE marking.
We advise manufacturers to familiarize themselves with the applicable regulations in advance. Take the framework conditions and relevant requirements from guidelines and standards into account during development. In particular, you should observe the requirements of Annex I of the Machinery Directive during the product development process. By using harmonized standards, you avoid additional work and additional adjustments to prove conformity. Pay attention, for example, to noise measurements, stability certificates and the operating permit for road traffic. Also bear in mind that, depending on the country, there may be special requirements with regard to the operating permit. In our experience, these topics often pose a particular challenge. Ensure lean and efficient proof of conformity by only installing CE-marked components. Remember that correct operating instructions in the respective national language are a central component of product conformity.

Operators always have the obligation to provide CE proof and, in some cases, also the responsibility for issuing the CE marking.
Operators may only use vehicle bodies that are CE-marked, as they must guarantee their employees that they are working on compliant and safe vehicle bodies. Often, an operating permit for road traffic is also required. This also applies to used and old vehicle bodies. We therefore advise operators to only buy vehicle bodies that are CE-marked or to apply the CE marking when purchasing. Operators themselves are then responsible for the CE marking if they combine individual elements or vehicle bodies in such a way that there is a significant change to the original structure. Even if operators manufacture or convert vehicle bodies for their own use, they are still required to apply the CE marking.

Exporters are usually responsible for providing proof of CE marking.
If you export vehicle bodies to a country in the European Economic Area and the machine is only transferred to your customer after import, the responsibility for CE marking lies with you. We advise exporters to be prepared to be able to prove product compliance with all applicable rules to customs and other market surveillance authorities. For competitive reasons, we also always advise exporters to take responsibility for CE marking the vehicle bodies they export. If you export a machine to the United Kingdom, we will be happy to help you achieve UKCA compliance.

Importers have at least the responsibility for providing evidence of the CE marking.
If you import vehicle bodies from a third country into a country in the European Economic Area, you must prove that the vehicle bodies bear a CE marking and comply with all applicable directives and standards. You must be able to prove this to customs and other regulatory authorities, otherwise the import may be stopped at your expense. You should therefore have received all the necessary documents for all product components and proof of the correct conformity assessment from the manufacturer before importing. Depending on the contractual agreement, the importer may also be responsible for creating the CE marking. Remember that correct operating instructions in the respective national language are also part of product conformity.

CE conformity assessment of tractor attachments in agriculture and forestry
easyCE supports the entire conformity assessment procedure, including risk assessment, right up to the declaration of conformity for tractor attachments that is ready for signature. The high mobility of the product at and above head height meant that particularly high requirements were placed on user safety. To collect data on site, easyCE looked at the life cycle phases of 'assembly', 'operation' and 'maintenance' on comparable machines in operation. Overall, a high risk potential had to be taken into account due to highly mobile, heavy and unwieldy components.

CE marking for mobile incline conveyors
The CE marking for the mobile incline conveyor, a device for the efficient transport of bulk materials, was an exciting challenge that we at easyCE mastered with competence and care. The device's ability to transport materials up to 10 meters high despite its small footprint required a particularly careful risk assessment and the development of adequate safety measures, especially with regard to the stability of the device. We worked closely with the manufacturer to identify all potential hazards associated with operating the incline conveyor. Our focus was particularly on the height adjustment and movement of the device on uneven terrain. Thanks to our extensive experience and technical know-how, we were able to ensure that all requirements of the various directives were met and give the manufacturer the assurance that their product meets the high safety standards of the EU.

CE marking for a trailer pump for transporting concrete
The CE marking for the trailer pump, a mobile device for transporting concrete, was particularly challenging. As this product was already sold outside the EU, the main focus was on checking and implementing the demanding EU safety regulations that apply to all types of machinery. The conformity assessment required a comprehensive risk assessment to identify potential hazards and determine appropriate safety measures and check their implementation. The challenge was to ensure compliance with a wide range of standards and regulations, ranging from the general Machinery Directive to specific C standards for the product. With the support of easyCE, the company was able to meet all the requirements to successfully obtain CE marking. Our team worked closely with the customer to ensure that the trailer pump met the EU's high safety standards without compromising the efficiency and performance of the product.

Why do vehicle bodies fall within the scope of the Machinery Directive and must bear a CE marking?
Vehicle bodies usually use the vehicle engine as a drive system. According to the Machinery Directive, machines that use a drive system outside the machine also fall within the scope of application.
As a manufacturer, you often have the freedom to decide whether to classify your machine as complete or partly completed machinery. However, conformity assessment and CE marking are necessary in both cases.
