Manufacturers of machinery are always responsible for issuing and providing evidence of the CE marking, except in special cases.

We advise manufacturers to familiarize themselves with the applicable regulations in advance. Take the framework conditions of standards and in particular the Machinery Directive into account during development in order to avoid the additional effort of adapting to prove conformity. Ensure lean and efficient proof of conformity by only installing CE-marked components. Remember that correct operating instructions in the respective national language are a key component of product conformity. In the event that you as a manufacturer are not the distributor, we still recommend that you only offer machines with a completed CE marking for competitive reasons.

We will also check your operating instructions and their contents for conformity or create an operating manual for you that is compliant and tailored to your machine.

Operators always have the obligation to provide CE proof and, in some cases, also the responsibility for issuing the CE marking.

Operators may only use CE-marked machines because they must guarantee their employees that they work on compliant and safe machines. This also applies to used and old machines. We therefore advise operators to only buy CE-marked machines or to apply the CE marking when purchasing. Operators themselves are then responsible for the CE marking if they combine individual elements or machines with one another (CE marking requirement for the resulting combination). Even if operators manufacture machines for their own use, they are subject to the CE marking requirement.

Exporters are usually responsible for providing proof of CE marking.

If you export machines to a country in the European Economic Area and the machine is only transferred to your customer after import, the responsibility for CE marking lies with you. We advise exporters to be prepared to be able to prove product compliance with all applicable rules to customs and other regulatory authorities. For competitive reasons, we also always advise exporters to take responsibility for CE marking the exported machines. If you export a machine to the United Kingdom, we will be happy to help you achieve UKCA compliance.

Importers have at least the responsibility for providing evidence of the CE marking.

If you import machines from a third country into a country in the European Economic Area, you are responsible for ensuring that the machines have a CE marking and comply with all applicable directives and standards. You must be able to prove this to customs and other regulatory authorities, otherwise the import may be stopped at your expense. You should therefore have received all the necessary documents for all product components and proof of the correct conformity assessment from the manufacturer before importing. Depending on the contractual agreement, the importer may also be responsible for creating the CE marking. Remember that correct operating instructions in the respective national language are also part of product conformity.

The entire safety concept, including the 2-beam light barrier, was coordinated for the laser cutting system, the performance level was determined, a product analysis was created and a risk assessment was carried out in accordance with EN ISO 12100. Special requirements result for the mechanical components of the traverse for the laser cutting head, but especially for the kinematics of the pallet changer and laser cutting head. The cutting process (laser class 4) inside the cabin is safely shielded from the operator by laser protection screens, additional safety devices and the complete enclosure: laser class 1 outside the machine.

easyCE supports the entire conformity assessment procedure and CE marking for a roadheader for underground operations in coal mining. In the conformity assessment procedure, various safety devices (including safety valves, lowering protection, control circuits, other hydraulic components) were assessed and documented in accordance with the normative specifications. When selecting the material, requirements for maximum stability and maximum torsional rigidity had to be taken into account. The risk assessment was carried out in accordance with EN ISO 12100. Frequently asked questions

Which products are considered machinery and must bear a CE marking according to 2006/42/EC?

All products that have moving parts that are not driven by human or animal power. Regardless of whether the machine is complete or incomplete, conformity assessment and CE marking are mandatory. This also includes interchangeable equipment, safety components, load handling devices, chains, ropes and belts as well as removable cardan shafts.

Which other directives must be taken into account when CE marking machinery?

Which directives have to be taken into account in the conformity assessment depends on the nature of the machine. However, our experience has shown that when CE marking machines the ROHS-Directives 2011/65/EU, the ATEX-Directive 2014/32/EU, the EMC-Directives 2014/30/EU and the Low voltage directives 2014/35/EU often also has to be taken into account.

Do only manufacturers or also operators of a machine have to carry out a conformity assessment?

The manufacturer of a machine is obliged to affix the CE marking to it and thus to carry out a conformity assessment if the machines are intended to be placed on the market in the EEA.

In addition to the CE marking, the manufacturer must of course provide a type plate, a declaration of conformity and operating instructions. Even if machines are manufactured only for the operator's own use, the conformity assessment and CE marking must be carried out.

What happens if a machine is modified or rebuilt?

If an operator inserts, connects or otherwise modifies a machine that already has the CE marking into existing systems, it must often be assumed that there has been a significant change and the conformity assessment must be carried out again.

This is particularly the case when more powerful drives, new controls or safety devices are installed. The assessment of whether a change is "significant" must be considered based on safety-related aspects and is often very difficult. easyCE is happy to help you with this assessment.

How does the Machinery Directive differ from the Low Voltage Directive?

The Low Voltage Directive lists six groups of machines which are to be considered as electrical and electronic products exclusively under the Low Voltage Directive.

These are electrical or electronic products intended for domestic use, audio and video equipment, information technology equipment, ordinary office machines, low-voltage equipment and control devices and electric motors.

Does the risk assessment have to be carried out according to ISO 12100, EN ISO 13849-1, EN 62061?

The risk assessment is a central component of the conformity assessment procedure required by the Machinery Directive. The norms ISO 12100, EN ISO 13849-1 and EN 62061 are the central standards in risk assessment.
